About Us

The Hainan International Carbon Emissions Exchange (“HNCEX”) is an international trading venue for carbon emissions established to facilitate the further, all-round reform and opening up of Hainan in line with Xi Jinping Thought on Ecological Civilization and China’s strategic goals of “carbon peak and carbon neutrality.” Differentiated from and complementary to existing domestic carbon markets,HNCEX makes full use of the institutional advantage of Hainan Free Trade Port in reform and opening up to build an international carbon market in China with an international trading platform for carbon assets at the core.

To better implement the requirements of General Secretary Xi Jinping and serve China’s engagement in global climate governance actions, HNCEX is committed to creating a China-based international trading platform for carbon emissions reduction assets by developing voluntary markets, supporting regional collaboration, conducting climate cooperation, improving pricing mechanisms, promoting mutual recognition of carbon governance, and developing blue carbon trading.
